The HHS assistant secretary for planning and evaluation's report depicting double-digit insurance rate increases in the Affordable Care Act's health exchanges as something good for consumers is a sample of the Obama administration's sales talk aimed at young consumers, writes Joel White, president of the Council for Affordable Health Coverage. The report is based on a debatable and uncertain methodology, and claims that premiums are going to drop are far from the truth, he writes.
