It is unlikely that individual immigration bills from the House of Representatives would be merged with the Senate's proposal through a conference committee, said Senate Majority Leader Harry Reid, D-Nev. It would be difficult to get the chambers to agree on a conference, given that they have not yet merged different budget proposals passed earlier this year, Reid noted. Further, the piecemeal approach to legislation has achieved little in Congress, he stated.
