A proposal from the House of Representatives to transfer regulation of coal ash from the Environmental Protection Agency to the states is opposed by Sen. Barbara Boxer, D-Calif. The senator wrote a letter to her colleagues, saying that the measure could hamper the agency from making national standards that would protect the public. However, supporters of the bill say EPA regulations could be very costly and prevent coal ash from being recycled into building materials such as roofing products and concrete.
