Four major rail projects are in various stages of development in Springfield, Ill., including a relocation of Union Pacific freight trains and Amtrak passenger trains as part of a Chicago-St. Louis high-speed rail plan. Crossing and safety improvements on rail lines in the city are also in the works. Nearly $1.5 billion in contracts for the HSR line has been awarded as of July, according to the Illinois Department of Transportation, but "this plan hinges on funding," said Jim Moll, rail project manager for Hanson Professional Services of Springfield and a member of the advisory committee.
