Illinois' Medicaid expansion, along with the Affordable Care Act's ban on health plan limits related to lifetime costs and pre-existing conditions, will improve access to mental health care in the state, experts said. State Healthcare and Family Services director Julie Hamos said many people newly eligible for Medicaid will not have had access to mental health services before, which has affected the entire economy, and the Medicaid expansion is the first since 1965 to offer coverage to groups that had been excluded.
