Japan is planning to build an underground ice wall around the Fukushima Daiichi nuclear plant to help prevent the seepage of radioactive water from the facility into the Pacific Ocean. The ice wall would stretch 0.9 mile beneath the ground. "We expect the walls will stem the flow of groundwater from the mountainside and also keep water inside the buildings from leaking," said Tatsuya Shinkawa, director of the nuclear accident response office in Japan's Agency for Natural Resources and Energy.
