Johns Hopkins University will take the lead in working to turn around two struggling high schools in Buffalo, N.Y., as part of a recently approved innovative turnaround plan. The university will act as the "lead supervisor," assuming the role of superintendent and answering to the school board, which voted 8-1 on Wednesday to approve the arrangement. The state's department of education still must sign off on the plan, which also includes vocational programs provided by the Erie 1 Board of Cooperative Educational Services.
