It is time to proceed with the construction of TransCanada's Keystone XL pipeline after five years of delays, writes Rep. Fred Upton, R-Mich. The project is in the national interest, and several studies have verified that the pipeline would generate many American jobs and won't be a threat to the environment. "The president should welcome any project that will create jobs and boost our national security, but if the president won't say 'yes' to Keystone, Congress will," Upton writes.
