To reduce traffic congestion on Los Angeles' 405 Expressway, officials are considering building a $10 billion underground tunnel -- a project that could break ground within two to three years, says Roger Moliere, the chief of real estate for the Los Angeles County Metropolitan Transportation Authority. The 28-mile tunnel would feature toll lanes and a subway that would be funded by a public private partnership, and partners could be solicited by METRO within a year's time, according to Moliere.
