The new Publicis Omnicom Group had plans for a New York headquarters, but instead chose to register itself in the Netherlands and maintain two headquarters, one in Paris and the other in New York, to help it meet regulatory approval and avoid the appearance that either company will dominate the merger, Publicis chief Maurice Levy said. For approval, the merger must also create jobs and increase value in France, said French Finance Minister Pierre Moscovici.
