The Plymouth, Mass., Zoning Board of Appeals has approved a proposal for the construction of a 135-foot cellphone tower nearly two years after it had denied a request for a similar tower. Under the agreement, the applicant will be required to provide a $10,000 surety bond to cover the city's costs of removing the tower if it falls into disuse for at least a year and if the company then fails to remove it.
