New York City's Department of Education on Wednesday released ratings for the city's teaching colleges in what officials say they hope will boost collaboration with teacher-preparation programs. The scorecards for a dozen city-based programs considered factors including the number of graduates certified in high-needs areas, such as special education, and the ability of the program's graduates to improve students' test scores. Adelphi University and Brooklyn College tied for the highest percentage of teachers considered to be highly effective at 12%.
