The Federal Communications Commission's voluntary auction to free up wireless spectrum won't attract stations affiliated with major broadcast networks, said Preston Padden, who heads a group of stations willing to sell their licenses to the government. "To the best of my knowledge, the commission is extremely unlikely to attract affiliates of ABC, CBS, NBC and Fox to this auction," Padden said, adding that his coalition contains only independent stations.
