The Justice Department is shifting its strategy in an ongoing inquiry into online payday lending, turning its focus to the banks that process the lenders' payments. The Federal Deposit Insurance Corp., Office of the Comptroller of the Currency and New York Department of Financial Services also have put pressure on banks to review their relationships with payday lenders. Banks say they have worked to curb abuses, including reporting unauthorized transactions and limiting fees.
