Tokyo Electric Power says it will begin in November the removal of about 400 tons of used nuclear fuel from the damaged Fukushima Daiichi nuclear plant in Japan. Some experts believe such a project will be difficult as it has never been tried on such a large scale, but TEPCO said it can be done safely. The operation could lead to a major radioactive release if a fuel assembly collapses, experts said.
