Some of America's best-paid CEOs are also among the country's worst bosses, according to an Institute for Policy Studies report. Over the past two decades, nearly 40% of the country's highest-paid CEOs were let go or at companies that were penalized for fraud or that received bailout funding. The average exit payment made to the 8% of CEOs who were fired for poor performance was $48 million, the report notes.
