The Affordable Care Act's expansion of Medicaid could drive between 530,000 and 940,000 older workers to quit their jobs and join Medicaid, suggests a group of researchers led by Craig Garthwaite. Jeff Bradley, a consulting actuary at Milliman, wrote in a commentary on the report that the new health care coverage provisions may incentivize both low- and high-income older workers.
