A study in Health Affairs suggests that small and rural hospitals are the least likely to meet certain goals under the federal EHR meaningful use program and are most at risk for incurring penalties. Researchers examined Medicare data on EHR incentive payments from 2011 and 2012 and found that incentives were issued last year to more than 50% of hospitals with 200 or more beds and about 27% of facilities with fewer than 100 beds, but only 10% of critical access hospitals got incentive payments.
