The International Organization of Securities Commissions and the Committee on Payment and Settlement Systems say in a joint report that derivatives traders shouldn't expect clearinghouses to return initial collateral if the money is needed to prevent a crisis. The "margin is likely to constitute a very large pool of assets which would, if it can be used, provide a high degree of loss-absorbency" to steady central counterparties, the report says.
