The Chicago Teachers Union is reporting that the district has shed 1,700 positions of teachers, of which 19% taught arts, physical education and served in school libraries. Union officials say that, as a result, 98 art programs in the district will be reduced -- or eliminated -- and students' education will be disrupted. District spokeswoman Becky Carroll said some layoffs resulted from enrollment, while student-based budgets have resulted in principals hiring "whatever positions they determine are needed for their school."
