The federal government is looking more and more likely to shut down on Tuesday, but the new state health insurance exchanges created by the Affordable Care Act appear likely to open for business even if many of them will not be fully operational in the beginning. "On Tuesday, about 40 million more Americans will be able to finally buy quality, affordable health care, just like anybody else," President Barack Obama said Friday. The online marketplaces "will be open for business on Tuesday no matter what -- even if there's a government shutdown. That's a done deal."
