Sixteen percent of small businesses expect to hire more people within the next year, a survey has found. Still, there is some skepticism as to whether that figure, which represents the highest percentage in years, is an accurate reflection of reality. "[T]here is a major caveat: plans to hire and actually hiring are sometimes two different things," wrote IHS Global Insight economists Chris G. Christopher Jr. and Ozlem Yaylaci.
