Sequestration cuts and a breakdown in the normal congressional budgeting process are causing problems and uncertainty across government agencies, including at the NIH and for researchers who receive its funding. Steven Salzberg, director of the Center for Computational Biology at Johns Hopkins University, said his federal funding has been about 20% less than peers recommended for his research. The cuts add to paperwork burdens and are discouraging to young scientists who may depart for other fields, Salzberg said.
