Flooding in Larimer and Boulder counties, Colo., has damaged or destroyed more than 7,200 homes and businesses, officials say. The Federal Emergency Management Agency says fewer than 6,000 of those properties have flood insurance. The Sacramento County, Calif., Board of Supervisors is set to consider a proposal that would restrict hours of operation and eliminate the sale of single beers and small bottles of hard alcohol at liquor stores in unincorporated areas. The proposal includes a six-month review for new bars and liquor stores and a three- to five-day review for new restaurants.
