The pace of change in Chicago's public housing has not been as quick as many would like, but the effort has directed most residents to better housing, according to research by Susan J. Popkin, director of the program on neighborhoods and youth development for the Urban Institute. Though the changes have been stressful and more than 1,000 families are still waiting to return to public housing, residents surveyed say they feel their situation has improved, and supportive services have helped create better outcomes for those who use them.
