Dennis Bottorff, former chairman of the Tennessee Valley Authority and now a partner in a private-equity firm, has proposed that the TVA shutter 29 coal-fired plants that need retrofitting to comply with pollution laws, and instead use a public-private partnership model to complete construction of the two Bellefonte nuclear units in Alabama and build a 620-MW natural-gas facility. Work on the nuclear units has been stalled since the 1980s.
