The way that federal bureaucrats write regulations is "totally broken," causing regulatory proliferation that holds back businesses, labor leaders and other experts say. Efforts to reform the rule-writing process have faltered, leading to lengthy delays and even more red tape, says economist Diana Carew. "[W]e see this massive buildup of regulation over time, and it is actually causing a hindrance on business and business growth, and for small businesses," she explains.
