Oil and natural gas drilling in shallow waters should be given the same level of attention to safety as that of deepwater activities, said James Watson, who recently stepped down as director of the Bureau of Safety and Environmental Enforcement. "We may have assumed that shallow water had significantly less risk but, as the recent tragedies show, all offshore operations carry a degree of risk. We cannot go on the assumption that, because it’s shallow water, there is any less risk to the worker or the environment," Watson said.
