Democratic National Committee chief Debbie Wasserman Schultz was more or less correct to claim that Syria's apparent use of chemical weapons violated a "100-year-old international norm," writes Becky Bowers. While the use of gas during World War I brought chemical weapons into the public eye, international bodies had sought bans on the military use of "asphyxiating or deleterious gases" as early as 1899, Bowers writes.
