Rep. Bob Goodlatte, R-Va., chairman of the House Judiciary Committee, introduced a second draft of a bill to stop litigation abuses by "patent trolls." Goodlatte teamed up with Patrick Leahy, D-Vt., chairman of the Senate Judiciary Committee. The bill would limit discovery, an expensive part of the process, and would give judges the ability to "award fees to the winner" of the suit, Diane Bartz writes. Tech firms such as Google and Cisco and various trade associations support the effort.
