A consortium is planning to build the world's first utility-scale floating offshore wind farm off the coast of Japan's Fukushima Prefecture. "It's the best solution for Japan," given its deep offshore waters, said Takeshi Ishihara, a professor at the University of Tokyo, which is part of the consortium. Offshore winds in Japan can produce 1.6 billion kilowatts of electricity, Ishihara said.
