It was in the interest of Maine and ratepayers that a bidding process to build an offshore-wind power pilot project was started over to allow the University of Maine to participate, according to Patrick Woodcock, Gov. Paul LePage's top energy adviser. Statoil's offshore wind project had received a term sheet before the bidding process was reopened. "The truth is that the [Statoil] project's benefits to Maine are ambiguous," Woodcock said in a statement, adding that the company had taken steps to ensure the university's non-participation in the initial bidding process.
