A regional-based "cluster" approach to economic development is the best strategy for encouraging the growth of advanced manufacturing in the American South, according to a new MAPI report commissioned by the Southern Governors' Association. Among the report's findings: Lags in innovation and labor-force skills remain challenges, and the Southern strategy of low-cost manufacturing needs to be supplemented with investments that will add value to the production process.
