As more Americans check out health insurance exchanges, many are likely to find they qualify for Medicaid, even in states that are not expanding eligibility requirements under the Affordable Care Act. In South Carolina, which neither expanded eligibility nor set up its own insurance exchange, the state Medicaid call center is adding staff and computer systems are being connected to the federal exchange. State officials estimate 170,000 residents are eligible but have not signed up for Medicaid.
