The Minnesota Public Utilities Commission is considering Enbridge's proposal to increase capacity of its "Alberta Clipper" crude oil pipeline by 40%. The proposed expansion drew flak from anti-pipeline activists who have concerns about carbon emissions, a view opposed by the industry. If the amount of carbon emissions from extracting to processing crude oil is used as basis, "the oil sands crude is comparable to any heavy crude we have imported from other countries like Venezuela and Nigeria," said American Petroleum Institute spokesman Dan Gunderson.
