The standards, which took effect this year, establish rules regarding fruits and whole grains in breakfasts. However, one program opted to drop out of the federal meal program -- citing costs of implementing the standards -- and a recent survey by the School Nutrition Association showed 1% of school nutrition directors planned to opt out this year. Other districts say they are working to cut back on cafeteria waste.
