The 911 system in Deschutes County, Ore., is the state's first that links county dispatchers with counterparts at the Oregon State Police and the Oregon Department of Transportation. State dispatchers can then send messages to state police or plow trucks. "They'll get the message the same time as we get it; it's really just a time saver," said Rick Silbaugh, who manages the county's 911 system.
