The Affordable Care Act will affect individual and small-group health insurance prices differently state by state, but it will not raise premiums overall, a Rand Corp. report found. Premiums could soar by up to 43% on the individual market in Ohio, North Dakota and Minnesota, but rates could drop in New Mexico and Louisiana. The study concludes that the number of uninsured will drop significantly and challenges forecasts that the law will greatly increase premiums.
