Officials in Greenville, S.C., say they have implemented a reading program that has led to improved student achievement at every grade level. Under the program, educators offer reading instruction in small groups, which are determined based on students' abilities. Officials in the district say their approach may be changed by a proposed state law, up for debate in January by lawmakers, that favors holding back students who are not reading at grade level by third grade and requiring training for teachers of all subjects on how to teach reading.
