The Securities and Exchange Commission and the Internal Revenue Service are making plans to deal with a shutdown if Congress does not act in time to keep the federal government operating past midnight tonight. The SEC said it would suspend adviser registration and examinations, as well as ongoing investigative work and the distribution of funds to harmed investors. The IRS would suspend processing of paper returns that do not include payment, as well as taxpayer services and audits and examinations, among other functions.
