House Transportation and Infrastructure Committee Chairman Bill Shuster, R-Pa., unveiled the the Water Resources Reform and Development Act earlier this week. The bill, which has been met with mixed reviews, would authorize $8 billion for new projects for the Army Corps of Engineers and $2 billion for changes to existing Corps projects. In addition, $12 billion worth of Corps projects that were approved before 2007 -- some of which have yet to start -- would be deauthorized. Shuster explains to the American public why the bill matters to everyone and why the country's waterways and ports are essential.
