Minneapolis' proposed $1.55 billion Southwest Light Rail project faces challenges. Although a committee of the Metropolitan Council recommended it for full approval, it said that project staff needs to resolve issues regarding a shallow tunnel that is opposed by many residents of the Kenilworth Corridor. The project also still needs approval from five city councils and the Hennepin County Board. Minnesota Gov. Mark Dayton has decided to back a delay on the final vote, giving rise to speculation that other alternatives will be considered.
