U.S. Rep. Lamar Smith, R-Texas, is circulating draft legislation that would require the director of the National Science Foundation to certify research projects as "high-quality" before they could receive funds from the NSF. The research community has raised concerns that the legislation could open the door for politics to enter into the NSF review process, although some say it could also increase funding for engineering and other hard sciences.
