The debate continues over how to fund Federal Aviation Administration and air traffic control operations. General aviation industry groups oppose user fees, and a 2008 study by the Department of Transportation's Inspector General found that GA used 16% of all ATC services while contributing 3% of the costs. One alternative could be to abolish all direct fees and rely solely on the fuel tax, thereby simplifying the system and leveling the playing field.
