A bill now on California Gov. Jerry Brown's desk could cut $40 million in construction costs and as much as three years from the schedule for a planned 35-mile expressway by allowing such projects to use a design-build procurement process, officials say. "What this will do is provide some certainty to the contractor that they are bidding on their own work instead of someone else's specifications," said Pat Hume, a member of the Joint Powers Authority for the expressway.
