Some travel agents have objected to Amtrak's removal of commission payments on long-distance routes for all agents except members of AAA and Vacation.com. The legality of the move was also questioned, but ASTA's Senior Vice President of Legal and Industry Affairs Paul Ruden said there may not be anything illegal in the decision. "[M]y understanding is that generally they [Amtrak] are allowed and expected to operate as any other commercial enterprise. It's a commercial decision on who to pay and under what circumstances. I don't know what basis there would be to treat this differently than any other enterprise," Ruden said.
