Shoppers using electronic food-stamp cards through the Supplemental Nutrition Assistance Program and the Women, Infants and Children program were turned away from supermarkets in 17 states on Saturday after a routine backup test on the Xerox Corp. system resulted in a computer failure. Access to the benefits was restored that same day, and the U.S. Department of Agriculture assured the public that the incident was not related to the government shutdown.
