President Barack Obama said during a visit to a Rockville, Md., construction company that the nation's businesses will face hardship unless a funding measure with "no partisan strings attached" is approved by the House. Separately, small-business owners at a news conference called by Senate Democrats described the difficulties caused by the government shutdown. One company's president said that her firm laid off 10 workers in response to sequestration and is considering more layoffs because of uncertainties about government contracts that were set to begin Oct. 1.
