The New York Public Service Commission and several stakeholders are calling on the Federal Energy Regulatory Commission to exempt renewable energy generators from New York ISO's capacity zone buyer-side mitigation rules. This came after NYISO, as a condition to FERC approval of proposed tariff revisions, submitted a report saying it had "valid reasons" to exempt wind and solar facilities from the rules. Applying the rules to renewable energy sources would prevent most of them from gaining access to NYISO's capacity market, said the PSC and other stakeholders.
