A group formed by Colorado Gov. John Hickenlooper to assess wildfire risk recommended that the state implement new requirements for buildings and impose fees for homes facing the greatest risk. The recommended initiatives are "designed to create a coordinated system that will require homeowners to share in the burden of the risk and to promote changed behaviors through a combination of legal requirements, increased awareness and incentives," said group chairwoman Barbara Kelley, executive director of the state's Department of Regulatory Agencies.
